The fragmentation and dispersal of agricultural land constitute a structural challenge within Iran’s agricultural sector, manifesting in reduced productivity, difficulties in the integrated management of land and water resources, and increased production costs. This situation can be partly attributed to the historical evolution of land tenure systems most notably the implementation of land reform programs as well as subsequent developments involving the transfer of ownership and the subdivision of land. In this context, the regulations governing land ownership and property registration, the legal status of individual land parcels, and the feasibility of harmonizing the rights of various owners play a critical role in the implementation of land consolidation schemes. This study examines the legal and registration-related feasibility of consolidating agricultural land in Iran, with a specific focus on land reform regulations, by analyzing the legal and institutional barriers and opportunities associated with this process. Employing a descriptive-analytical research methodology, the study draws upon data gathered through library research, a review of relevant laws and regulations, and the analysis of pertinent sources. The findings indicate that land consolidation is not merely a technical or economic issue; rather, it requires the precise definition of property rights, the resolution of legal ambiguities, the harmonization of property registration records, and the establishment of effective mechanisms to ensure owner participation. Furthermore, reforming legal frameworks, strengthening registration systems, and devising appropriate methods for the integration of land cultivation and management can help mitigate existing obstacles. Consequently, achieving sustainable agricultural land consolidation necessitates coordination between ownership and registration regulations
