Smuggling of goods in Hormozgan province, beyond a customs violation, is a multilayered and structural phenomenon that has become a security-economic challenge under the influence of geopolitical, economic, and subcultural factors. The present study aims to analyze the criminology of smuggling of goods in the local context of Hormozgan province using a descriptive-analytical method. The research findings show that traditional approaches of physical border control against organized smuggling networks that exploit regulatory gaps in free zones and ports are ineffective, and the transition from physical control to smart supply chain and warehousing management is an inevitable necessity. Accordingly, a regional-oriented criminal policy model is proposed that is based on three complementary pillars: first, technological situational prevention through the precise implementation of electronic warehouse receipts and invoices and system integration; Second, enhancing institutional coordination through the establishment of a provincial joint command room with online access to big data; and third, social prevention to empower coastal communities’ livelihoods and reduce structural incentives. This model can reduce the gap between legal stipulation and executive efficiency in Hormozgan Province and upgrade the province’s water borders from a crime hotspot to a gateway to sustainable development.
