The purpose of the present study is to examine the criminalization of armed forces crimes before and after the victory of the Islamic Revolution. Criminalization in the field of armed forces crimes was so important that in the early Pahlavi regime and at the beginning of the emergence of law-writing in Iran, it led to the adoption of several laws in this field, which may be one of the reasons for this is Reza Shah's military service during his prime ministerial and royal periods. The present study, which was conducted using a descriptive-analytical method, seeks to answer the question of why the criminalization of armed forces crimes in Iran occurred so late? It can be stated that it seems that the lateness of the criminalization of armed forces crimes in Iran before the victory of the Islamic Revolution was due to reasons such as the lack of a coherent and formal armed forces in the country and the absence of parent laws such as the General Penal Act or the Criminal Procedure Act.
