Comprehensive Legal System of the National Iranian Oil Company (NIOC) “SAHN”; a Strategic Transformation in the Intelligent Legal Governance of Iran's Oil Industry

Abstract
​With the expanding scope of economic relations and the legal complexities within the oil industry, the need for developing smart and integrated legal structures has become more pronounced than ever. This article introduces and analyzes the National Iranian Oil Company's Integrated Legal System, abbreviated as “SAHN”, which was designed and implemented with the aim of advancing legal governance, clarifying processes, and strengthening accountability and documentation. In this research, a qualitative and analytical-descriptive approach is used to examine the components of this system and compare them with similar international experiences. The findings indicate that “SAHN” is an effective step toward digital legal transformation in Iran's oil industry and can be considered a model for other strategic institutions in the country.
